14 years isn't "just started". And abusing animals at that age is a giant red flag. The US justice system will probably go overboard, but there should definitely be consequence for that behaviour at that age.
Sure
People at age of 14 cant yet legally consent to sex, yet you want them to have seriously severe consequences?
That's correct, I don't think someone two years away from driving a car should be given a free pass to torture animals.
