Rules:
The death penalty in the U.S. never went away federally. They are rare though, only 16 in my life. 13 were performed in the last 6 months of Trump's first term.
For the most part executions are carried out by the states, and it's usually in the south. (Texas and Oklahoma like to stand out there, though Desantis wants Florida to be a contender)
