Pardon requires president to address congress, justify the exception, and for a full vote of both chambers.

Minimum wage tiers (child, dependent, head of household, pensioned, etc.)
Proportional fines ($250 to a person with $250k yearly income is nothing)
End qualified immunity
no more dynasty politics. One term.
