I think if he had not started those wars the following presidents would've exercised far more caution in authorizing strikes. Also, a lot of bad laws were passed during his presidency that allowed the executive to hold more power

I definitely feel like GWB changed the narrative, but Clinton and GHWB both bombed Iraq, Clinton did attacks in Afghanistan & Sudan, plus the whole Bosnia and Yugoslavia things.
