He should have proactively used those emergency funds to keep SNAP going, but he is intentionally dragging his feet and fighting against doing the right thing.

It’s “from the shutdown” in the sense that Trump is starving people to add pressure to democrats. You are right there’s all the funding in the world to stop this and he’s intentionally withholding all of that.
