Yeah, looks like that exact segment shifted a little while printing. A typical culprit when it comes to localized adhesion issue is finger prints.

Ah. I wiped it with alcohol before printing, but I guess that doesn't actually remove the fingerprints.

What PattyMcB said, but also, IPA is better applied on a room temp hotbed, because if it's too hot, the alcohol evaporates too quickly to be efficient.
