That phrase is misleading and it's putting people further into debt. We are on crash course to see the economy come to a halt as more people fall through the cracks and start breaking things.

Learn how to highly enrich uranium, build nuclear bombs, then force your authority and sovereignty on neighbors after claiming an island no one really inhabits? Then you could form a constitution or something.
