Any population centre of significant size will have it's share of people high as giraffe pussy at all hours of the day doing weird shit when you are going about life. The lagerger the population centre the higher the likelihood of you encountering it.
Also you are more likely to encounter eccentrics in said larger population centres as well, due to the fact that smaller population centres tend to be less understanding of differences.
