There will be some characters interacting with refreshements tokens though. So who knows...

Well definitely Napoleon himself. But Napoleon during the Congress was on Elba, so he won't appear in game. Ekhm.
Great question – but no. At least in the base game there won't be an Italy faction, so no faction-specific actions. There will be some characters from Italy though – obviously Joachim Murat, trying to hold on to his title as King of Naples. His special power will most likely be tied to his unique horseriding skills, or to his famously spectacular outfits. Not sure yet.
It is a great game. I've played it couple of times in 3v3 mode. Always as Empire. Cause it seemed more difficult, and yeah, I was always loosing like a 3 first times due to those worms, but recently we've managed to win finally. That was so powerful feeling. Now I believe game is perfectly balanced in this mode.
I usually watch playthroughs when I am really interested in a game already.
Also fun fact. Some time ago I complained around here that game manual was around 36 page. It grown a bit up to 39 😅 in the meantime....
But now, I've managed to cut it down to 23 pages! Not by making font smaller, but by actually cutting down – there was a lot of clutter and hidden ifs. That is pretty solid achievement imho, hence the brag.
Yep, been there, done that. The board game I am working on has currently manual that is 36 pages long. And I know it is too long. Working on it.
Lol. Had no idea. Thanks for clarification. I admit it was a little surprising. I'm trying to cut out such clutter. After one of my playtests someone called this game Vienna Tycoon, and while it was a bit flattering (and they meant it this way), I would like to keep playtime in around 3 hours for 5 players. So I need to minimize the amount of "let my check the rules" actions.
