It reminds me of a Turner’s Cube. Which is just a pointless gee-gaw that machinists make to sharpen and show off their skills

That is called a flex shaft. You’ll see them commonly on rotary tool like Dremel. That’s an interesting application in the video. Changing the input on the shaft is basically like shifting a transmission.
