If they had full control, there'd be no shutdown (thank goodness they didn't quite manage that). Whether that'd be due to them railroading a "budget" through and/or due to there simply being little government left to budget for outside of a vacuuming funnel from taxpayers pockets to Trump & his corporate sycophants is an exercise I'll leave to the reader to determine.

Thanks, but while I wasn't aware of that, if someone had told me it pre-dated the web then I'd pretty much have guessed something like that was why. The Web just made things much easier & more accessible for non-technical people to use. BBSs, USENET, IRC, etc. were all in heavy use well before that.
