I would also think large corporations and private equity firms that buy up chains in order to squeeze them to death over time, enshittifying them while extracting as much value as possible.
The conspiracy is the economy of scale. Restaurants can get local ingredients, they're just more expensive.
Since buying power in the states is stagnating and for many people decreasing, many restaurants chose to cut costs. One way to do that is by using cheaper ingredients.
