Could be an ai "enhanced" photo too. The text on the left looks more edited than generated from scratch to me. Not entirely sure though.

It's likely one of those crappy upscaled stuff. While there's some more usable AI upscalers that can upscale lineart, etc., with actually good results, feeding your meme into an i2i and asking it to "remove JPEG artifacts and upscale it" usually has very bad results, since it has to regenerate the whole image.
