It means that for every 4886 people who walked past that part of the crags, you could expect 1 to be killed from falling rocks.

I think your interpreting that incorrectly, and much too high.
I suspect there are a lot more visitors than rockfall events.
I hope so! In a touristy town like Edinburgh that could easily be a fatality per day. More even, during the Fringe.
I understood that, it's just that that would be a completely ridiculous number.
Either math gone horribly wrong, or there is some missing vital context.
