Yes, but it's fine if the lore is such that everyone is an idiot.

However if the lore is that the characters arent idiots (top of their fields, trained professionals, been preparing for that plan for years, etc) but act as such ... it's just called a plot hole.
And most (even major, successful) movies just go with it. Bcs producers said "oh, that would be fun for the audience to see, even if it doesn't make sense".
