ICE is "Immigration and Customs Enforcement" which, yes, is a Federal-level law enforcement agency. They are absolutely considered "police" or "cops."

FBI definitely isn't the only Federal law enforcement agency. Bureau of Alcohol Tobacco and Firearms (ATF) is also law enforcement, for example.
